Reconcile the docs with what shipped on this branch:

- plans/fully-typed.md: the Phase 2 Boto suppression is present and
  required (ty reports two possibly-unresolved-reference errors without
  it), so drop the note claiming otherwise and un-strike the task.
- plans/fully-typed.md: mark Phase 4 complete.
- AGENTS.md: list every recipe `just check` runs, add ANN to the Ruff
  rule set, record the tests/typing/consumer.py fixture and both plan
  files, and fix `just version-bump` to its real name `bump-version`.
